Our leadership held a senior executive role at a Turkish weapons manufacturer for six years, with direct responsibility for export sales and authorisation files. A written Internal Compliance Programme is applied to every enquiry we receive, including those we ultimately decline. It is aligned with Turkish export control legislation and with the ITAR, EAR, OFAC, EU, UN and UK sanctions regimes, the U.S. Foreign Corrupt Practices Act and the UK Bribery Act 2010. Transactions that cannot be documented, authorised or verified are declined.

Why source from Türkiye

Türkiye has moved within a generation from an import-dependent procurement model to an industrial base that designs, produces and exports across most defence domains. For a foreign procurement authority, four consequences matter commercially.

Capability at a competitive price point
Turkish systems increasingly compete directly with Western equivalents on performance while remaining materially below them on acquisition cost. For budget-constrained programmes this is often the difference between a capability being fielded and a requirement being deferred.
Delivery timelines
Order books in traditional supplier countries have lengthened considerably. Turkish manufacturers frequently offer shorter lead times and greater willingness to accommodate phased delivery schedules aligned to a customer's budget cycle.
Technology transfer and localisation
Turkish industry has itself been built through offset, joint production and licensed manufacture, and it approaches such arrangements as normal commercial practice rather than as an exception. Local assembly, joint venture and training-of-trainers structures are negotiable in most programmes.
A pragmatic export posture
Türkiye maintains a rigorous authorisation regime for controlled goods, and we operate strictly within it. Within that regime, however, decisions are taken on their merits and within predictable timeframes, and are less often subject to the political conditionality that customers encounter elsewhere.

Procurement authorities in the region are frequently approached by intermediaries who cannot demonstrate a manufacturer mandate and who disappear once payment terms are discussed. Requirements are urgent and operationally driven, yet offers are commonly built around whatever stock the intermediary can access rather than around the stated requirement. Sustainment is routinely omitted, and uneven documentation practice exposes legitimate buyers to authorisation delays that are not of their making.

Why this company exists

The international defence trade does not suffer from a shortage of intermediaries. It suffers from a shortage of accountable ones.

Over the past decade I have worked inside Türkiye's defence manufacturing base and across procurement markets in Europe, the Middle East, Central Asia, South East Asia and Africa. In that time I have seen the same pattern repeat: a capable manufacturer and a legitimate end-user, separated by a chain of intermediaries that nobody in the transaction can fully account for. Deliveries slip. Documentation does not survive scrutiny. Authorisations arrive after commitments have already been made. The cost is borne by the buyer, and the reputational damage is borne by the industry.

HANELCO was established to occupy a different position in that chain. We do not present ourselves as a broker who introduces two parties and withdraws. We take responsibility for the transaction as a whole: the qualification of the requirement, the selection of the manufacturer, the authorisation pathway, the end-use documentation, the shipment, and the support that follows delivery. Where we cannot satisfy ourselves that a transaction is lawful, documented and deliverable, we decline it. That discipline is not a constraint on our commercial ambition; it is the basis of it.

Our proposition to a foreign procurement authority is straightforward. Türkiye now produces defence equipment that is competitive on capability, price and delivery time, and it does so with an export posture that is more flexible than that of many traditional suppliers. What the market often lacks is a counterparty on the Turkish side who understands both the industrial reality and the compliance environment of the buyer. That is the role we intend to hold.

Every stage has a defined output. If a stage cannot be completed, the transaction does not advance to the next one.

We receive the requirement, identify the end-user and confirm that the intended transaction is capable of authorisation. Restricted party screening is completed at this stage, before any technical document is shared.

Compliance is our commercial position

HANELCO trades in defence and security equipment. That activity is lawful, necessary and closely regulated, and we treat the regulation as the foundation of our commercial position rather than as an obstacle to it. This page summarises the controls we apply. Our full Internal Compliance Programme is available to counterparties on request.

Regulatory Framework

The regimes we operate under

Turkish export control legislation
We operate under the export control legislation of the Republic of Türkiye, including the licensing regimes applicable to military and dual-use goods and the authorisation processes of the competent Turkish authorities.
UN, EU, US, UK and Turkish sanctions
We observe the restrictive measures and arms embargoes imposed by the United Nations Security Council, the European Union, the United States, the United Kingdom and the Republic of Türkiye.
ITAR, EAR and OFAC
Where goods incorporate United States origin content or technology, we assess and observe the applicable requirements of the International Traffic in Arms Regulations and the Export Administration Regulations, together with the sanctions programmes administered by OFAC.
FCPA, UK Bribery Act and Turkish law
We comply with the U.S. Foreign Corrupt Practices Act, the UK Bribery Act 2010 and Turkish anti-bribery law, and with Turkish anti-money-laundering legislation.
Transaction Controls

Eight controls applied to every transaction

These are not applied selectively or on request. They are applied to every enquiry we receive, including those we ultimately decline.

Product classification
Every enquiry is classified as military, dual-use or uncontrolled before commercial discussion begins, and the classification is recorded.

Counterparty due diligence
Customers, manufacturers, representatives, consultants and forwarders complete a written due diligence questionnaire covering ownership, beneficial ownership, licensing status, government relationships and enforcement history.
03
Restricted party screening
All parties to a transaction — including the end-user, the consignee, intermediaries, banks and authorised signatories — are screened against the applicable denied and sanctioned party lists, and every result is recorded.

End-use verification
A documented end-user is required in every transaction. End-User and Non-Re-Export Certificates are obtained on the end-user's official letterhead, verified for consistency against the contract and shipping documents, and retained.

Authorisation discipline
No transaction is performed before the required authorisations are granted. Shipments are reconciled line by line against the scope of the authorisation, and no shipment is made outside that scope.

Payment discipline
Payments are made and received only through disclosed banking channels in the name of the contracting party. We do not accept or make cash payments, third-party payments, or payments through accounts in jurisdictions unconnected with the transaction.

Red flag escalation
A defined set of indicators triggers mandatory escalation, a written explanation and — where the indicator cannot be resolved — refusal of the transaction.

Record retention
Transaction, authorisation, screening and end-use records are retained for at least ten years and are available to competent authorities on request.
Screening

Screening is repeated at four stages

A single check at the start of a relationship is not screening. Ownership changes, destinations change, and banking routes change — so the check is repeated and recorded each time.

Screening is also repeated immediately on any change of ownership, consignee, end-user or banking details, and at least every six months for ongoing relationships. A screening that is not recorded is treated as a screening that did not happen.

What we decline
Transactions where the end-user cannot be identified or documented, or where the buyer declines to disclose the end-user.
Transactions involving a sanctioned or denied party, or a destination subject to an applicable embargo.
Transactions where documentation is inconsistent, appears to have been altered, or cannot be verified.
Transactions conditioned on any improper payment, on undisclosed fee sharing, or on concealing the identity of a party.
Transactions where a red flag is identified and the counterparty declines to provide a satisfactory written explanation.
We consider our willingness to decline business the most important commercial statement we can make to a counterparty.
Working With Us

What we ask of our counterparties

Nothing on this list is unusual for a regulated defence transaction. Providing it early is the single biggest factor in how quickly an authorisation is granted.

Undertakings we ask for
Complete and accurate identification of the end-user and the intended end-use at the outset.
Timely provision of end-use documentation in the form required by the competent authorities.
Prompt notification of any change in ownership, sanctions status or intended destination.
Acceptance of contractual undertakings on non-re-export and, where required as a condition of authorisation, on post-delivery verification.
Documents we will request
Trade registry or incorporation certificate, and certificate of tax registration.
Evidence of signing authority — board resolution, power of attorney or signature circular.
Relevant trading, import or holding licences for defence and security goods.
Identity document of the authorised signatory, and disclosure of owners holding 10% or more together with ultimate beneficial owners.
Your own anti-bribery policy and export control programme, if you maintain them.
Governance
A named compliance officer is responsible for the programme and has the authority to suspend any transaction. That authority cannot be overridden on commercial grounds. Where a red flag is identified, external legal or compliance advice is obtained and placed on the file before the transaction proceeds. The programme is reviewed at least annually, including a sample audit of transaction files, and after any material change in the applicable law.
